Out of State buyer wishes to purchase CA vehicle that will not pass smog

I am a buyer in NV in a county that does not require smog (Carson City County to be exact) and I am looking at purchasing a vehicle that will not pass smog in California. Are there any special guidelines or anything for the purchase of this vehicle being that the title and vehicle will be transferred out of state to a non-smog required county? I have looked on the CA DMV website and it does not state anything about out-of-state sale for a vehicle that will not pass smog (no this will not be a parts only non-op sale/transfer).

ANSWER:  

California has no restriction on selling a vehicle which can not pass the smog check to an out-of-state party. If smog checks are not required in Carson City County you should be able to register this vehicle. We would recommend verifying this with your local DMV office.
