Do not obtain a smog check or emissions test in Utah. It will not be valid for California registration renewal. You do not need to obtain a California smog check in order to complete your Jeep Liberty's registration renewal. SImply fill out and sign DMV's "Statement of Facts" form (Section G), OR complete Reg 5103, explaining your vehicle is out of state and the registration tags will be mailed to your vehicle's current registration address on file with the Department of Motor Vehicles. We recommend using Reg Form 5103.
