OBDII Smog Machine Link - The State of California now requires all vehicles 1996 and up, to communicate directly with the smog machine during the smog test. This is achieved via your vehicle's OBDII Data Link Connecter.

So, does this mean that if he hadn't hooked my car up to this machine I could have passed?

Your 1991 Toyota could not have been "hooked up" to the smog machine via the OBD II connector because the vehicle is not 1996 or newer. Your Toyota simply failed the smog check due to high emissions.
