All cars do get $1000.00 regardless of the condition they are in; so long as the vehicle is driveable, has no missing doors (body parts), no damaged glass, and in overall "ok" shape. The process usually takes 2-3 weeks, and you can get accepted in the program so long as funds are available.
In case buy back money has run out you would have to wait until next year to apply again.
