Yes, absolutely. You can visit any licensed smog check station in California and ask for a smog check for the purpose of initial California registration. They will be able to accommodate you. Your vehicle will only require a "regular" smog check (as opposed to a STAR smog). Any licensed smog station in California can perform the inspection.
