Why does our 1998 Honda Civic GX (CNG) have to use a STAR station?

Our Honda Civic GX is one of the cleanest vehicles on the road, other than pure electric vehicles. Why must we have our car tested at a STAR station, when we are definitely NOT a gross polluter (never have been, never will be, 90% cleaner than gasoline vehicles)?

We understand your concern. Your Honda CNG is one of the cleanest vehicles on the road, granted, but the State needs to ensure the vehicle is mechanically functioning properly in order to remain a clean (low emission) vehicle. In other words the cleanest vehicle on the road can be the dirtiest vehicle on the road if its engine is not running right.
