Ford Cobra Intake Manifold Runner Control

My Ford Cobra passed the emissions part of the smog test but failed the OBD systems check. My mechanic found that the Intake Manifold Runner Control was stuck in the Open position. This is causing the check engine light to stay on, so I can't obtain my registration tag from the DMV. Ford no longer makes the replacement part. No dealers have it. None of the online parts wholesalers have it. No wrecking yards, etc. I've checked everywhere. The car runs fine and is very roadworthy. The car is roadworthy in every other respect. What are my options? I am retired on Social security and this is my only vehicle.
