The vehicle year exemption law was repealed in 2005. All 1976 and newer
vehicles need a smog check every two years, and when they are bought or
sold. If your Honda Accord is a 1975 model or older you will no longer need
a smog inspection, though I don't think Honda was making the Accord in 1975.
