Assuming the idle air mixture screw is set correctly (located on the throttle body), you should check for vacuum leaks. If you had the tune-up done at a mechanic shop we'd recommend returning to them to have this corrected.
Setting idle should not be an expensive repair, unless it requires the replacement of engine components (which it usually does not).
