Yes, you may obtain a smog check prior to visiting the DMV. In fact by doing so you will save time. If you visit the DMV first they will have you pay the registration fees, show proof of insurance, and then proof of smog check. Which means prior to getting your tags you'd need to go get a smog check and come back to the DMV.
