REVISED: Your Lexus IS 300 can pass the California smog check with a turbo charger installed, IF the turbo charger (including all the kit components) is CARB certified and built specifically for your Lexus.
If the turbo unit you use does not have a CARB number stamped on it, California will consider the installation an Emission System Tamper.
Also note, there are requirements on the emissions levels as well as the CARB label. The CARB label will allow your Lexus to pass the visual portion of the smog check, but your exhaust emissions will need to pass as well. The turbo kit you purchase might require adjustment of fuel delivery to counter the added boost.
