Ignition Timing for a 1988 Toyota 22R Pickup

My 1988 Toyota pickup with the 22R (carb) engine (49-state, non-CA emissions) recently failed the smog test due to the ignition timing being off. The tech said that it was timed to 5 deg BTDC, and that it needs to be at TDC. The truck passed the rest of the test with flying colors.

This car has passed smog numerous times in the past with the timing at 5 deg BTDC, has the timing requirement been changed recently? How does the tech or the owner find out what the timing should be on an engine? My manual says to look at the emissions sticker in the engine bay but it must have been removed at some point. Is there a difference between the ignition timing of a 49-state car and a CA emissions car?

Answer:  

According to our Motor Emission Application Guide a 49-State emission legal 1988 Toyota Pickup Truck equipped with a 22R 2.4 engine is required to have its Ignition Timing set to TDC (Top Dead Center). The timing inspection should be conducted while the engine is at 700 RPM, and distributor vacuum hose is disconnected and plugged.
