More than likely the smog technician is referring to either the air injection system's Check Valve or Diverter Valve.
The Diverter Valve is responsible for routing air from the smog pump to the exhaust manifold (or CAT). The Check Valve ensures air from the smog pump travels only in the direction of exhaust flow.
Apparently the smog technician has noticed a problem with your Oldsmobile's air injection system.
