Can I still Retire my 1993 Subaru Legacy?

1993 Subaru Legacy SW We paid for our most recent registration in December, 2012, but haven't yet had the car smogged. Two days ago, the engine seized and the car is totaled, although it can still be driven. It'll likely fail any smog test. We'd like to retire the car and get cash for it. Is our car considered 'registered' under these conditions, and would we qualify for the cash consideration?


Answer:  

A vehicle is eligible for the CAP Vehicle Retirement Program only if its registration is current or not expired past 60 days. In this specific case it appears your Subaru's registration fees were paid but since the vehicle was never smog checked, the registration status would appear as "incomplete". If 60 days has passed since this vehicle's registration expiration date it would no longer be eligible for the vehicle retirement program.
