The smog machine is linked to the BAR and is told electronically which vehicles it can inspect. When a smog station is not STAR certified the smog machine is set to reject STAR smog required vehicles. Unless this station smog tested under the "pre-test" setting either your Ford Expedition did not require a STAR smog check, or the station is a STAR certified station.
