1996 Volvo 960 Trying to Apply For CAP Program

I just purchased a 1996 Volvo 960 from local charity and have found the vehicle is a "gross polluter" when I tried to smog it. I have began registration/transfer of title with DMV and paid all fees. However I can not continue with the process because it fails smog. The DMV indicated I am eligible for CAP. I have done over $200 in repairs and it still will not pass. It is estimated to cost possibly another $2000. Am I eligible?


Answer:		The CAP repair program assists with vehicle repairs when a vehicle is already "fully" registered to an owner and not in the title transfer process.
