Acura Legend Failed Smog Test Need Repairs

My car (1993 Acura Legend) failed the smog test and I can't afford to pay for the repairs suggested by multiple auto repair shops. My parents told me to look into the referee repair assistance program but I'm not sure if I will qualify for the assistance since I am not the registered car owner yet.
