2000 Mazda Protege applying for Vehicle Retirement Program. Do you currently have funding for buy back?

My Mazda Protege failed its smog check and will cost over $1,500 to be fixed. At 192,000 miles it's not worth fixing. I would like to take part in the state buy back program and noticed that it was dependent on funding.
