Honda Accord In Title Transfer But Want to Retire It

Hello. I bought a 1993 Honda Accord car "as is" and it turns out it doesn't pass the smog check therefore I can't register it under my name. The tags are paid for but again I can not register it due to it not passing the smog test. I was told it needs a new oil pump but then got a second opinion and was told the motor was about to give out. I was wondering if it qualifies for the vehicle buy back program?


Answer:  

Unfortunately the vehicle buy back program is reserved for vehicle owners who are undergoing a registration renewal; and fail the smog test. Vehicles in the title transfer process are not eligible for vehicle retirement. You may seek to have this 1993 Honda Accord purchased by used car dealer or vehicle dismantler directly, as opposed to going through the state's buy back program.
