2003 Honda Civic Coupe registered in Change of Ownership county

We live in Forestville, CA. It is an unincorporated city. We've heard that because it is an unincorporated city, we don't need to provide a smog certificate when we sell our vehicle. Is this true?

Answer:  

First thing first... all cities in California, incorporated or not, require a vehicle have a smog check when being bought or sold. In Sonoma County, which Forestville is located, only the City of Healdsburg is currently a "Change of Ownership" designated smog check program area, which exempts a vehicle from a biennial smog check, but not from the requirement of a smog check during title transfer.
