Free smog retests are offered at the discretion of the individual smog station. California smog stations are privately owned businesses. A particular smog station's discount/special offer may not be valid at another privately owned smog station. As such, it is unlikely that a different smog check center will honor the free retest offer which you received from the first smog station.
