Your Kia Rio can have one (1) monitor not ready and still pass the smog
check; except the Catalyst monitor if your vehicle failed an OBD smog test
in the past for any catalyst efficiency trouble codes. If your Kia has not
had trouble code problems relating to the Catalytic Converter it can pass
the smog check with one monitor not ready or incomplete, even if it's the
CAT monitor (also known as readiness flag).
