1989 Oldsmobile Cutlass failed at test only center.
On a test only smog check, can a smog station fail you on the first smog test and with no repairs, pass your vehicle on the second test, all with in a half hour. By the way, I was not allow to take it to the smog repair station. It was taken by one of his friends from another shop and it passed on the second time for more money. I have records of repair.
