1998 Toyota pickup truck needs new timing belt. Won't pass smog check.

The seller was unable to pass smog, stated his smog technician claims that timing chain possibly slipped and jumped timing. Adjustment the distributor back to manafacturer's specs. at 5 degrees BTDC and this made vehicle run very poor.

Can that statement of needing to replace timing chain and gears be the reason? The car runs great. No hesitation, has good power, etc. I have owned cars, and don't see how his claim be true the Toyota trucks performance, gas mileage etc.

Yes, this makes sense. The timing mark will show correct (5 BTDC), but your Toyota will run poorly. This is a pretty good indication of a slipped timing belt, and yes, your Toyota will not pass the smog test if the timing mark is off; even though with the timing mark being off your Toyota truck runs great.
