I have a 1984 Toyota Pickup. Are there different gas emissions limits in different counties?

I live in Santa Cruz County, but tried to get a smog test in Santa Clara County, and failed. (Slightly above limits for NO and CO) My neighbors tell me the test and limits are different in Santa Cruz county. I've not been able to find the specific per-county limits online, I'd like to see what they are before paying for another test. (I also have already had some work done to try to fix the problem, paying for a carb rebuild, but still failed).

Emission cut scores for all counties are the same. The difference between your Toyota being registered in specific counties, is that particular counties smog check administration requirements, meaning, the county will determine when, how often, and the type of smog check your Toyota pickup truck will be administered, a basic smog check or an enhanced smog test. The main difference between the Basic and Enhanced Test is that the Basic Test does not require the vehicle to be driven on a dynamometer while an emissions sample is collected from the tailpipe. Instead the vehicle's exhaust is collected and tested while the engine is at idle and 2500rpm. A smog station which is authorized to perform the Enhanced Test, can conduct a Basic Smog test as well.
