2000 Mazda Miata "failed" test due to missing CA Air Resource number sticker. What next?

I bought the car from a dealer 2 years ago & this is my 1st smog check with the vehicle. The "Functional Check" was passed as was the "Emissions Test." The "Comprehensive Visual Inspection" noted "tampered." In the notes section the inspector put 1)Cold air intake has no CA Air Resource number, and 2)Return to stock. How did the dealer (Ford) pass the car and I can't? What do I need to do to get a sticker? Is this an example of bureacracy or what?

This is an unfortunate event. If in fact the air intake unit is an aftermarket part, it must have an EO number either affixed to it, or in some sort of documentation. Our first suggestion would be to return to the Ford dealership where your purchased your Miata and explain the situation. If they value their customers they should rectify the problem, by (1) finding the ARB number which belongs to the air intake and (2) smog checking your Mazda at there facility. Finding the EO (executive order) number for your Miata's air intake will require contacting the components manufacture. You may be able to find the EO number online (if you can verify the component visually) or have it mailed to you (if only one type of air intake unit exists for your specific make and model of vehicle). You will need to present the EO paperwork to the smog technicians during smog checks in the future.
