1991 lexus ls400 failed test (HC) - i spend $700 on repairs - i fail test again (HC too high again). my income is too high for CAP. what should i do now, after $700 and 2 failed tests? is there a waiver for people like me?

1991 lexus ls 400, failed HC on initial test. I spent $700 ($190 to "diagnose" and the balance in suggested replacement of 02 sensors in front of cat converters. I failed test again. My income isn't low enough to qualify CAP. what should i do? spend more on repairs? thanks

Unfortunately there is no waiver if you are not low income. Your only solution here is to continue making repairs until your Lexus passes the smog check. You might want to make sure your only dealing with an experienced smog check repair station.
