1980 Toyota Corolla 1.8 L Gas Cap Filler Bent. Failed the smog test.

My car failed the smog check this year for the first time. This is because there is a "new" test that checks the compression of the fuel system or something like that. They failed my car (emissions were fine) because my fuel filler neck was bent and they couldn't get the device to fit on the filler neck. They said I need a new neck. I searched EVERYWHERE - junk yards, online, dealers - NOTHING. What do I do? Can I get this waived?
