1995 Cadillac Eldorado will not pass smog since it was bought from an impound, can it be retired?

My son bought a lein car and we have not been able to smog check or register it. It failed every section of the smog test, and we keep getting temp tags, the most recent one expired a few days ago. He is looking at junking it (for much less than he paid) wondering if he would be eligible to retire it or get help in getting it fixed. He was a student, and is currently unemployed, but not under my roof or income.


Answer:		The CAP vehicle retirement only applies to vehicle owners who have had their vehicle's registered to them for at least two years. Your son would not be eligible for the CAP vehicle buy back program with this specific vehicle. posted by SmogTips Support
