All vehicles brought into California need to undergo a California smog
inspection in order to register in California and receive a California
title. Registration penalties will be assessed if registration payment is
not received by the Department of Motor Vehicles within 30 days of the
purchase of the vehicle or past 10 days of moving to California, or
establishing employment.
