Failed Smog Test
 

1981 Nissan 280zx failed visual part of smog test for exhaust headers.

Headers have been on my 1981, 280zx since 1983. Car passed everything but failed on the C.A.R.B. requirement that the headers need a certificate. In 1983 there was no certfificate required and no one has ever, ever mention C.A.R.B until this last guy. Replacements are about $2,500 dollars for a header that cost around $200.00. How do I appeal this? I put about 600 miles on the car in the last 5 years. It is a casual driver vehicle. I own a 2004, 350Z and a 2006, Avalon as well. The Avalon is a daily driver, the 350 is a secondary vehicle.

This is a tough situation which we can only recommend you contact the California Smog Check Referee's office with. You can reach them at (800) 622-7733. Technically the smog station is correct in the sense that a C.A.R.B / Executive Order number is required for the headers. To our knowledge EO numbers were being issued in 1983. The first “Smog Check” program was implemented in March 1984. It came about as a result of "SB 33" which was passed in 1982.
