1996 Toyota Camry bought in Arkansas

In 1996 my father bought a Toyota Camry in Arkansas. This car was bought brand new from a dealer in Hot Springs, AR. He recently gave the car to my sister who lives in San Carlos, CA. It is time for the car to be registered in CA. Will the car need to be modified to pass the CA emission laws?
