Porsche 944 1988 failed smog, how do I find a location to find out why?

I am trying to find a location near Rohnert Park California that I can take my 1988 Porsche to and find out why it is failing and what needs to be done. I have rebuilt the engine and transmission and still am not passing. I have paid my registration, but unable to drive until I pass smog.
