Vehicles which are 6 years and older need to be smog checked every other year. Seems your Toyota Matrix has reached its maturity and will now begin requiring smog checks. Passing them should not be a problem, since your vehicle is still fairly new (assuming you've kept it in good shape).
As far as a $20 dollar smog check... those are rare. The average discounted rate is around $29.95 plus state fees. We recommend shopping around.
