The State of California Bureau of Automotive Repair can help repair your vehicle. Receive up to $500.00 dollars in FREE smog diagnosis and repairs through the Consumer Assistance Program (CAP). The CAP Repair Assistance program is designed to help consumers bring their vehicles into compliance with California emission standards. Through the CAP program the State will pay the CAP repair shop you choose up to $500.00 dollars for emissions related repair work performed on your vehicle.

PROGRAM STATUS: The BAR stopped accepting Test Only Eligible applicants. Currently the BAR is only accepting Income Eligible application.
When Can I Apply? The Consumer Assistance Program is available to you only during your vehicle's biennial smog test process. You can only apply for consumer assistance when the Department of Motor Vehicles asks for your car to undergo a smog inspection.
Who Can Apply? The consumer assistance program is not available to residents new the california registering their vehicle for the first time. The consumer assistance program is also not available if your vehicle registration has expired past 3 months or if your in the process of buying or selling a vehicle.
CA Vehicle Retirement - The Bureau of Automotive Repair's (BAR) Consumer Assistance Program (CAP) is again offering a voluntary Vehicle Retirement Program. This program buys high-polluting vehicles from motorists.
To qualify for the program your vehicle must fail its biennial smog check. The program will offer $1500 per vehicle as long as funds are available.
