Low Income Eligible

Regulations state that in order to qualify for Repair Assistance or Vehicle Retirement based on income level, an applicant must have a household income that is less than or equal to two hundred twenty-five percent (225%) of the federal poverty level, as published in the Federal Register by the United States Department of Health and Human Services.

Income eligibility for CAP is based on the household income information you provide on your application.

Upon request, you may be required to provide documentation verifying your household income. Income limits are adjusted for household size so that larger households are allowed to have higher household income than smaller households.

Please Note: You must have already failed a smog inspection before applying to CAP. You will need to send the failed Vehicle Inspection Report form with your CAP application.

The repair assistance provided can only be used for emission related repairs.

CAP assistance is not available to vehicles in the process of being sold or being registered in California for the first time. Vehicles which have tampered emission-control systems will not be accepted into the program.

Your vehicle will be considered tampered if it has any missing, modified, or disconnected emissions related components.

Please send receipts for work performed along with your CAP application (repairs must have been made at a certified smog repair station). Please download a copy of the CAP application for more details. Allow 3 to 4 weeks for application processing.
