Since the MGB you plan on purchasing from out of state is pre-1975, it is in fact smog check exempt. You will not need to have it smog checked while seeking California registration. It will however need a VIN verification which you can get at any CHP office, certified VIN verification agency or a DMV branch office, with appointment. The pre-1975 smog exemption applies to all vehicles regardless of where they are being purchased from, out-of-state or in California.
