Smog Certificate Required for 2004 Toyota Solara Two Years in a Row

I had my Toyota Solara smogged in 2016 and on my current registration. The DMV has required a smog certificate again for 2017. I thought cars were required to get smogged every 2 years. What do you suggest I do? Thank you.
