2003 Chevy S10 Xtreme Failed Smog Check for Aftermarket Air Intake and Spacer

2003, Chevy, S10 Xtreme. Didn't pass smog because there was not an EO number stamped on aftermarket Cold Air Intake. Also has a TD, TBI spacer. I went to STAR smog station and failed because the smog tech didn't inform me that I was supposed to have a number stamped on my CAI. They took my money and failed the test. I have a K & N air intake and I found the EO number on CARB website but they still won't accept the print out as evidence because the actual Cold Air Intake tube doesn't have k & n sticker or stamp. Only the cone filter on the end is stamped K&N. Also I have a Trans Dapt performance throttle body spacer. I was told that it needs to be removed even though I found an EO number for it on CARB website. Is this place legit? I'm going to go somewhere else and see what the tech tells me there. Where can I report this shop for mishandling my smog test. I feel duped.

Here is what CARB has to say regarding aftermarket air intake modifications... Most emission controlled vehicles will have an air cleaner that is a closed element type or thermostatically controlled. A replacement air cleaner must meet the same specifications as the original and connect to any emissions equipment that was attached to the original equipment air cleaner. Any replacement air cleaner elements may be used as long as they meet original factory specifications. Any air cleaner that does not meet the original factory specifications requires an Executive Order to be legal for street use. To report a smog station which you feel may have not performed the smog check properly, you can connect the Bureau of Automotive Repairs at (800) 952-5210.
