2002 Toyota Corolla - Is there a difference between a California CAT and a Federal CAT?

Does a CAT w/ Cal. emission standards installed on a car w/ Fed standards cause any conflict/issue to pass a Cal. smog test?

The reason why is the fail result seem to be higher after changing the CAT. I want to make sure having a car w/ Fed standards emission and a CAT w/ Cal. standard doesn't Also, are the tests perform between a regular and test-only station the same?

Test #1 - No replacement part

15 mph (Fail)

HC (PPM) Max: 84, Ave: 27, Meas: 174

CO (%) Max: 0.49, Ave: 0.02, Meas: 0.57

NO (PPM) Max: 692, Ave: 147, Meas: 1810

Test #2: Replaced o2 sensors, clean EGR valves/hoses, and visual check the MAF, temp, coolant sensors. The results are higher.

15 mph (Fail)

HC (PPM) Max: 84, GP: 270, Meas: 162

CO (%) Max: 0.49, GP: 1.99, Meas: 0.55

NO (PPM) Max: 692, GP: 1912, Meas: 2155

Answer:  

A Federal approved CAT compared to a California approved CAT will not change emission results. Both function the same. the California Catalytic manafacureer had to pay for licensing to import their CATs to California. It appears the work you've done to your vehicle has not addressed the main reason for your vehicle's smog check failure. We can only recommend you have a smog check repair certified mechanic diagnose your vehicle.
